This error refers to data transfer proccess from installation media to your hdd.
simply data follows from DVD by SATA cable to your motherboard then into RAM and from there to HDD via SATA cable.
So you need to test every single of those.
after hours of troubleshooting it turns out the problem was the HDD cable.
